Notice Of AGM and Committee Update

Hayling Island Beach Hut Association (HIBHA) was formed after two meetings of Beach Hut owners on Hayling seafront at Easter 2025, following the significant increase in Licence fees by Havant Borough Council. Those present agreed to create an Association, and Andy was widely supported to lead. A Committee was formed from volunteers at those meetings and began working immediately to challenge the Council.

At the Committee’s first meeting, Andy was formally appointed Chair in line with the views expressed by members. Over time, however, concerns were raised that not all Committee members and Association views were being fully considered, and disagreements arose. On 2nd February 2026, a majority of the Committee passed a vote of no confidence in the Chair. 

Following this, an impasse developed. It was proposed that the matter be resolved at the AGM by allowing the membership to elect the Committee. During this period, the Association’s membership database was deleted, without the full committee's  knowledge or consent.  Andy had been advised of this proposed action but failed to notify the full committee. This has since required rebuilding. On 10th February 2026, Andy emailed the Committee stating he was dissolving it. As this action was not within his authority, given the associations terms of reference,  the remaining Committee members have continued to run the Association on behalf of Beach Hutters.

You are warmly invited to attend our first Annual General Meeting on Sunday 8th March 2026 at 5pm, at Hayling Island Community Centre, Station Road. At the AGM we will:

  •  Elect Committee positions
  • Propose a constitution
  • Present our vision for the future
